Jack never did catch up with Danny.

I was outside in a T-shirt today and felt colder than the thermometer told me I should. This was because of the wind. And that got me thinking about the wind-chill factor.

For example, if the thermometer says 40 degrees, but there's a wind of 15 mph, it feels like it's 32 degrees. How did the National Weather Service come up with these numbers?

All I can picture is two people outside in the wind. One of them is measuring the temperature and wind speed, then asking the other person, "How cold does it feel?" The other person answers, "32 or 33. Ahh ... let's say 32."
