This just in from The New York Times:

ALBANY -- Lawmakers in New York finalized one of the latest budgets in state history on Tuesday night, passing legislation that will raise roughly $1 billion, in part by increasing taxes on clothing and shoe purchases and on a variety of business, while sparing hedge fund employees from a proposed new tax.

(Later, the Times had a slightly longer but more detailed story that concluded as follows:)

A vote in the State Senate took place just before 8:30 p.m., ending months of protracted and contentious negotiations, with the budget 125 days late. The Assembly had earlier approved the budget.

Democrats who control the Legislature feared suffering the indignity of passing the latest budget ever during an election year. The record was set in 2004, when the budget passed on August 11.

All I can say is, "Thank God the Legislature preserved its dignity."

I literally laughed out loud when I saw on the 10:00pm news that the Senators finally managed to get over their collective, swollen egos enough to pass a budget. I think my laugh was partly out of disbelief and partly to keep myself from crying/going on an expletive-laden rant. Well, perhaps it was more of a scoff than a laugh.

This lovely little piece of news came exactly 12 hours after my daily 10:00am online-news-reading break when I learned that the Senate Majority Leader decided not to show up for today's session. This same Senate Majority Leader that led the coup last summer...you know, the one that shut down the state legislature for over a month.

I haven't yet figured out why the New York public holds the state government in such disdain, yet almost unfailingly re-elects incumbents.

Yet another cosmic enigma, right next to why NYS government officials can't figure out why people are fleeing NY, or how to stop it. If you ever figure it out, please enlighten me.

At least they're adding the extra tax to things that will only affect the population who can best afford the increase.

Taxing clothing and shoes for anyone is a disgrace—and you're right: That tax hits those who can least afford it the hardest. The governor and members of the Legislature should be jammed into empty PCB barrels and thrown into the Hudson River.

Same thing happens here in North Carolina -- we have the edge on "misguided" politicians, though, and a clear winner if you include South Carolina.

What's disappointing is how uncommon it is for voters to do anything but shrug their shoulders and settle for the status quo.
